About Tunstall Bay water

The Tunstall Bay water system services about 150 users in the Tunstall Bay neighbourhood. 

Water for the Tunstall Bay system is supplied by six deep wells and a surface well. It is treated by filtration and chlorination at the source and then stored in a reinforced concrete reservoir. Some deep wells do not have chlorination, therefore chlorinated and unchlorinated well water is mixed in the storage tank. It is tested for chlorine residuals every day and samples are sent to Vancouver Coastal Health once a week.

Changes to your water bill in 2017

With the adoption of the Tunstall Bay Annual Water Rates Bylaw No.431, 2016, Tunstall Bay water billing has changed to a hybrid metered rate. Bills will be sent four times a year, and will include a fixed flat rate plus an additional charge for each gallon of water used.

Flat and metered rates

In 2017, the Annual Flat Rate is $700 per year.  Over time, as metered rates are fully implemented, this amount may be further decreased.

The metered rates are:

0 - 1500 gal/month $0.00245
1501 - 3000 gal/month $0.00441
3001 - 4500 gal/month $0.00613
4501 - 6000 gal/month $0.00784
6001 and over $0.00956

How much water do you use?

Three years of meter readings were recorded in order to determine an average use per household, and we calculated that 7 out of 10 properties use less than 125 gallons per day.

How much will you pay?

You can view your average use if you have your utility account number. You can then estimate how much you will be charged based on the following:

What if your property is a vacant lot?

The new hybrid rate will impact owners of vacant land located within Tunstall Bay. Unconnected Properties will be levied a standby charge equal to 60% of the Annual Flat Rate ($420) in 2017. Standby charges will be contributed to the infrastructure reserve fund, and used to ensure the system is well maintained and can provide services to those properties when they eventually connect.

Why change to metered rates?

Last year, Council asked us to review all Municipal water rate bylaws with a view to developing uniform and consistent charges for all Municipal water users. Tunstall Bay is the first water system (outside of Cove Bay) to switch to this hybrid billing system. Switching to metered rates:

  • promotes a culture of water conservation
  • improves leak protection
  • develops consistency Island-wide
  • distributes costs more equitably

Water Conservation

Bowen Island is taking steps towards a drought management plan by endorsing the Greater Vancouver Regional District Water Shortage Response Plan (WSRP) in order to promote awareness about the importance of water conservation.

Local Advisory Committee

The Tunstall Bay Water System Local Advisory Committee has advisory powers to Council regarding water system issues, and also reviews the operating and capital budgets for the utility. The Committee meets two to three times a year, including an annual information meeting where any users of the Tunstall Bay Water System are welcome to attend.
